How to Look Up a Court Case in Windham County?
The Connecticut Judicial Branch provides free online access to case information through its Case Look-up page. The portal is divided into separate search tools depending on the type of case.
Step-by-step for civil, family, housing, or small claims cases:

- Choose a search method: party name, attorney name, or docket number.
- Enter the required information. If searching by name, provide the last name at minimum.
- Review the results, which display docket entries, case status, and scheduled dates.
Step-by-step for criminal or motor vehicle cases:
- Go to the Criminal / Motor Vehicle Case Look-up tool.
- Choose to search by defendant name, convictions, court location, daily docket, or juris number.
- For Windham County cases, select Geographical Area 11 (Danielson) when searching by court.

These online tools display docket information but do not provide downloadable copies of pleadings, motions, or orders. To obtain actual document copies, contact the appropriate clerk’s office or submit a request to the Centralized Services Unit.

Requesting copies of disposed records. Are Court Records Public in Windham County?
Court records in Connecticut are presumed to be open for public inspection. The Connecticut Freedom of Information Act (FOIA) classifies records maintained by public agencies as accessible to anyone who requests them, and the Connecticut Practice Book (Sections 11-20, 42-49, 25-29, and 35-5) establishes more specific rules for documents held by the courts.
Members of the public may inspect any document in a court file unless a judge has issued a sealing order or a statute renders the contents confidential. Section 1-210 of the Connecticut General Statutes identifies categories of exempt records, and several additional statutes apply specifically to judicial proceedings.
Records that are restricted from public access include:
- Juvenile matters – Records of cases involving minors are generally confidential under C.G.S. § 46b-124, though limited exceptions exist for victims of crimes committed by juveniles.
- Sealed records – A judge may order all or part of a file sealed. Only the sealed portions are withheld; unsealed portions remain publicly available.
- Automatically sealed communications – Privilege applies to communications between patients and psychologists, psychiatrists, physicians, or licensed therapists, as well as between battered women’s or sexual assault counselors and victims.
- Erased records – Under C.G.S. § 54-142a, criminal records must be erased when a case ends in acquittal, dismissal (after 20 days), nolle prosequi (after 13 months), absolute pardon, or when the underlying offense is decriminalized. Once erased, the clerk will respond that no public record exists.
- Adoption records
- Visual images of homicide victims
- Medical and personnel records contained in court filings
When a file has been partially sealed, the remaining documents stay available for public review. Anyone affected by a sealing order may petition the Appellate Court for expedited review within 72 hours of the order’s issuance, with certain statutory exceptions.
Windham County Criminal Court Records
Criminal cases in Windham County are prosecuted and heard at Geographical Area 11 in Danielson. This courthouse processes felonies, misdemeanors, motor vehicle violations, and infractions filed within the county’s jurisdiction. The Office of the State’s Attorney for the Windham Judicial District oversees criminal prosecutions in the district.
Online case search. The Judicial Branch’s Criminal / Motor Vehicle Case Look-up portal provides information on pending and disposed criminal matters, daily dockets, and conviction records. Select Geographical Area 11 or the Windham Judicial District to narrow results.
In-person requests. Visit the Chief Clerk’s Office at 120 School Street, Danielson, CT 06239, during business hours (9:00 a.m.–5:00 p.m.). Criminal record searches at the court location are initiated by written request and should include the defendant’s name, date of birth, and, if known, the arrest date or disposition date. Searches are limited to records at the requested court location.
Statewide criminal history checks. Formal criminal history records (sometimes called “rap sheets”) are maintained not by the courts but by the State Police Bureau of Identification (SPBI), a division of the Department of Emergency Services and Public Protection. - Choose between a name-based search or a fingerprint-based search. Only the record subject may request a fingerprint-based check.

Local law enforcement. The Connecticut State Police Troop D barracks, located at 55 Westcott Road, Danielson, CT 06239, Phone: (860) 779-4900, serves much of Windham County. Individual town police departments, such as the Willimantic Police Department at 22 Meadow Street, Willimantic, CT 06226, Phone: (860) 465-3135, may also hold arrest and incident report records.
Sex offender information. The Connecticut Department of Emergency Services and Public Protection maintains the state Sex Offender Registry, searchable by name, town, or zip code.
Incarceration records. Current inmate information is available through the Connecticut Department of Correction’s online offender lookup tool.
Record erasure. Under C.G.S. § 54-142a, qualifying criminal records are automatically erased after specified waiting periods following dismissals, nolles, and acquittals. Once erased, the court will confirm that no public record exists for that matter.
Windham County Civil Court Records
Civil cases filed in Windham County are heard by the Superior Court sitting in the Windham Judicial District. Requesting documents. Contact the Clerk’s Office at the Putnam courthouse or email SuperiorCourtRecordsCenter@jud.ct.gov for disposed files. Copy fees are $1.00 per page, with a $2.00 certification charge per document if a certified copy is needed.

Small claims. Small claims matters in Windham County (disputes up to $5,000) are filed at GA 11 in Danielson, Phone: (860) 779-8484 The filing fee is $95.00. Procedures are simplified, and court forms are available through the Judicial Branch website.
Foreclosures. Pending foreclosure sales in the Windham Judicial District are listed by town on the Judicial Branch website. Certified copies of a judgment of foreclosure cost $25.00.
Land records. Property records such as deeds, liens, and conveyances are maintained by each town clerk’s office rather than the Superior Court. In the Town of Windham, land records are searchable through the Town Clerk’s online database.
Windham County Family Court Records
Family law matters in Windham County are adjudicated by the Superior Court sitting in the Windham Judicial District, primarily at the Putnam courthouse (155 Church Street) and the Willimantic courthouse (108 Valley Street). Cases involving juveniles are heard at the Juvenile Matters courthouse at 81 Columbia Avenue, Willimantic. Family court cases include dissolution of marriage (divorce), custody, visitation, child support, alimony, paternity, adoption, termination of parental rights, domestic violence restraining orders, and juvenile delinquency proceedings.
Accessing records. Publicly available docket information for family cases appears on the Civil / Family / Housing / Small Claims search tool. However, many family court documents contain information that is confidential or restricted by statute. Adoption records, juvenile delinquency records (C.G.S. § 46b-124), child welfare files, and records sealed by protective order are not available for general public inspection. Only parties to the case, their attorneys, or persons with a demonstrated legal interest can obtain full access.
Divorce records. To obtain a copy of a divorce decree (referred to as a “Judgment File” in Connecticut), contact the Clerk’s Office at the judicial district courthouse where the divorce was finalized. You will need the case name and docket number. A certified copy of a judgment file costs $25.00. Docket numbers can be located using the online case lookup tools.

Marriage records. Marriage certificates are not court records in Connecticut. They are maintained by each town clerk and by the Connecticut Department of Public Health, Office of Vital Records. The Windham Town Clerk processes local requests; a marriage certificate application can be submitted by mail with a valid photo ID and a $20.00 check or money order payable to the Town of Windham. Statewide marriage records can also be obtained from the Connecticut Department of Public Health by completing a request form and mailing it with a $20.00 money order or check to the Vital Records Section in Hartford.
Birth and death records. Birth and death certificates are restricted vital records in Connecticut. Only the record subject (if 18 or older), immediate family members, or authorized legal representatives may request copies. Local requests go through the town clerk’s office using the applicable birth or death certificate application form. The state-level fee through the Department of Public Health is $30.00 per copy.
Windham County Probate Court Records
Probate matters in Windham County are handled by three separate probate court districts rather than the Superior Court. Each district has its own judge, staff, and office location. Probate courts oversee the administration of estates, probate of wills, appointment of conservators and guardians, trusts, and related proceedings.

Online case lookup. The Connecticut Probate Courts Case Lookup tool provides searchable data on decedent estates and trust matters from January 2011 to the present. Searches can be filtered by party name, case type, district, and case status. Clicking a case number reveals the fiduciary’s contact information, and clicking the district name links to the court’s contact details.
Viewing case documents. Pending probate matters are accessible through the Probate Court eFiling system, but only to interested parties and attorneys of record. Members of the public who wish to inspect a probate file should contact the applicable court directly during business hours.
Requesting records. To obtain copies of probate documents, visit or write to the probate court that administers the case. Provide the decedent’s name, approximate date of death, or case number. Fees for copies and certifications are set by each probate court. Standard probate forms, including petitions for estate administration, inventory forms, and guardianship applications, are available through the Connecticut Probate Courts website.
